ISO 17025/ NABL
A Brief about ISO 17025:2017/ NABL
WHAT IS ISO/IEC 17025:2017?
ISO/IEC 17025:2017 is the internationally recognised standard that specifies the general requirements for the competence, impartiality, and consistent operation of testing and calibration laboratories. It is the principal standard used worldwide for laboratory accreditation and is applicable to all organisations that perform testing and/or calibration activities — regardless of the number of personnel or the extent of the scope of testing or calibration activities.
The standard was developed jointly by the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). The 2017 revision (ISO/IEC 17025:2017) superseded the earlier 2005 edition and introduced a risk-based approach, greater alignment with ISO 9001:2015, and a stronger focus on laboratory-specific requirements around impartiality, measurement uncertainty, and technology-neutral requirements.
Key scope of ISO/IEC 17025:2017:
- Covers testing and calibration performed using standard methods, non-standard methods, and laboratory-developed methods
- Applicable to first-party, second-party, and third-party laboratories
- Applicable to laboratories where testing and/or calibration forms part of inspection and product certification
- Introduces requirements for sampling, handling of test/calibration items, and assuring the quality of results
- Replaces both the 2005 edition — organisations accredited under ISO/IEC 17025:2005 must demonstrate compliance with the 2017 revision
WHAT IS NABL ACCREDITATION?
NABL — the National Accreditation Board for Testing and Calibration Laboratories — is the national accreditation body in India, operating under the Quality Council of India (QCI). NABL grants formal recognition to laboratories for their technical competence to carry out specific tests and/or calibrations as defined in their accreditation scope.
NABL accreditation is based on the requirements of ISO/IEC 17025:2017 for testing and calibration laboratories, and ISO 15189:2012 for medical laboratories. NABL is a signatory to the Mutual Recognition Arrangement (MRA) of the Asia Pacific Laboratory Accreditation Cooperation (APLAC) and the International Laboratory Accreditation Cooperation (ILAC), which means NABL-accredited laboratories are internationally recognised and their test and calibration results are accepted globally.
NABL accreditation is not just a mark of quality — it is formal, internationally recognised evidence that your laboratory is technically competent and produces valid, reliable results. For many industries and regulatory bodies in India, NABL accreditation is now mandatory or strongly preferred.
Why does NABL accreditation matter?
- Provides formal and internationally recognised proof of technical competence
- Results from NABL-accredited laboratories are accepted by regulatory bodies, government agencies, and international buyers
- Mandatory or preferred for participation in government tenders and regulatory submissions
- Enhances customer confidence in the accuracy and reliability of test and calibration results
- Reduces the need for repeat testing across national and international supply chains
- Recognised by APLAC-MRA and ILAC-MRA — results carry international acceptance
- Supports continuous improvement and builds a culture of quality within the laboratory

3. NABL / ISO 17025 Internal Audit Services
ISO/IEC 17025:2017 (Clause 8.8) requires laboratories to conduct periodic internal audits to verify that the laboratory’s management system is conforming to requirements and is being effectively implemented and maintained. NABL expects evidence of a functioning internal audit programme as a key condition for accreditation.
Many laboratories, particularly smaller or newly establishing ones, do not have trained internal auditors or face a conflict of interest when auditing their own processes. Vektors provides professional, independent internal audit services to bridge this gap.
What our Internal Audit service includes:
- Pre-audit planning — audit scope, audit criteria, audit schedule, and audit checklist preparation
- Opening meeting with laboratory management and relevant personnel
- Document review — Quality Manual, SOPs, procedures, records, and formats against ISO/IEC 17025:2017 requirements
- On-site audit of laboratory practices, equipment, environment, and personnel activities
- Technical record review — method validation reports, measurement uncertainty, calibration certificates, proficiency testing records
- Identification and recording of non-conformities (NCs), observations, and areas for improvement
- Closing meeting — presentation of findings to laboratory management
- Formal internal audit report — including all NCs with clause references
- Corrective action support — guidance on root cause analysis and corrective action planning for each NC
- Verification of corrective action closure (if required)
Additional Internal Audit options:
- Scheduled annual internal audit service — for laboratories that prefer to outsource their annual internal audit programme
- Pre-NABL assessment audit — timed to run 4–8 weeks before the NABL assessment, to allow time to close findings
- Post-NABL assessment corrective action audit — to verify that corrective actions raised by NABL assessors have been effectively implemented

ISO 15189:2012 — MEDICAL LABORATORY ACCREDITATION
ISO 15189:2012 specifies requirements for quality and competence in medical laboratories. It is used by medical laboratories to develop their quality management systems and assess their own competence, and by accreditation bodies for confirming or recognising the competence of medical laboratories. NABL uses ISO 15189 as the basis for accreditation of medical/pathology laboratories and medical imaging facilities in India.
Vektors supports the following under ISO 15189 / NABL Medical:
- NABL Accreditation for Medical Laboratories under ISO 15189:2012 — full consulting, documentation, and internal audit

FREQUENTLY ASKED QUESTIONS — NABL ACCREDITATION
Q: What is the difference between ISO/IEC 17025:2005 and ISO/IEC 17025:2017?
A: The 2017 edition introduced a risk-based approach (aligned with ISO 9001:2015), greater flexibility regarding documentation, technology-neutral requirements, and stronger emphasis on impartiality and measurement uncertainty. Laboratories accredited under the 2005 edition were required to transition to the 2017 requirements by November 2020. Vektors can support both new accreditations and transitions.
Q: How long does it take to get NABL accreditation?
A: The timeline depends on the laboratory’s starting point, scope, size, and existing documentation. For a laboratory starting from scratch, the typical consulting timeline is 4–9 months. For laboratories with some existing systems or prior ISO 9001 certification, the timeline can be shorter. Vektors will assess your readiness at the Gap Analysis stage and give you a realistic, milestone-based timeline.
Q: Is NABL accreditation mandatory?
A: NABL accreditation is mandatory for laboratories involved in regulatory testing for several government agencies, export certification bodies, and sector-specific regulators. It is also increasingly required in tenders, and is the preferred qualification for laboratories serving large corporate buyers. Even where not mandatory, NABL accreditation is a significant competitive differentiator.
Q: Can Vektors help a laboratory that is already NABL-accredited but struggling to maintain compliance?
A: Yes. Vektors provides post-accreditation maintenance support, including assistance with surveillance assessments, management reviews, corrective actions, document updates, scope amendments, and recertification. If your laboratory received non-conformities from NABL assessors, we can help you prepare an effective corrective action plan and verify its implementation.
Q: Do you provide training for measurement uncertainty?
A: Yes. Measurement uncertainty is one of the most commonly misunderstood requirements of ISO/IEC 17025:2017. Vektors provides dedicated measurement uncertainty awareness training and documentation support, including preparation of uncertainty budgets for specific test or calibration methods.
Q: Can Vektors conduct our internal audit if we do not have trained internal auditors?
A: Yes. Vektors provides professional, independent internal audit services for laboratories that do not yet have trained internal auditors or prefer an external audit for objectivity. We can also train your team to conduct internal audits — we recommend both: an external audit in the first year, followed by internal auditor training so your team can take over.
Q: What is the cost of NABL accreditation consulting?
A: Consulting fees depend on the scope of the laboratory, the number of test/calibration methods, the size of the organisation, and the level of support required. Vektors prepares a detailed Techno-Commercial Proposal after an initial assessment — so you receive a clear, transparent fee structure before any commitment. Contact us for an initial discussion.
